Scott Sinder Wins Influential Countersignature Case

Scott Sinder successfully represented the Council of Insurance Agents & Brokers (CIAB) before the Ninth Circuit in a case regarding the constitutionality of Nevada’s countersignature statute. The court affirmed a decision declaring Nevada's countersignature statute unconstitutional (Council of Insurance Agents & Brokers v. Molasky-Arman). The statute precluded licensed nonresident agents and brokers from finalizing insurance contracts without the countersignature of a resident agent. The panel unanimously ruled that the Nevada statute violates the privileges and immunities of nonresidents, in violation of Article IV. Mr. Sinder is the General Counsel for the CIAB.
