Homeland Security Contracting
January 14, 2005Innovative technology companies, some of which the Homeland Security Act has characterized as “non-traditional government contractors,” may be intimidated by the complex rules and requirements usually associated with government contracting. For a number of years, however, there have been vehicles in place called "Other Transactions," which have helped facilitate the involvement of such companies in research and development and prototype efforts at the Department of Defense and which have been subject to fewer rules and regulations. The Homeland Security Act expanded "Other Transactions" authority to the Department of Homeland Security.
