Export Control Transformation

December 8, 2004

Andrew Irwin, a government contracts and export control attorney in our  Washington office, recently published an Op/Ed in the Commentary section of Defense News, a leading global defense industry weekly newspaper.

The Op/Ed, “Export Transformation: Global Arms Trade Rules Also Must Evolve,” argues that transformative thinking regarding export controls needs to occur in the defense trade regulatory community in order to enable allied collaboration in support of important military projects.

Specifically, the  United States’ legal and regulatory environment. . . “may not be able to keep pace with the needs of the  US military mission or the threats the  United States and its allies face. …All too often, violations occur because the rules are fundamentally unmanageable in a large-scale manufacturing and services context.”

Irwin claims that reforming export controls is possible and should be done so the companies can consistently follow rules and promote national security.
