Steptoe Further Expands Compliance Practice in London with Jeff CottleOctober 17, 2013
(October 17, 2013, London) — Steptoe & Johnson LLP is pleased to announce that Jeffrey W. Cottle, a lawyer who has gained years of experience in international regulatory compliance from his work with and in several multinational corporations, has joined Steptoe as a partner in the firm’s International Regulation & Compliance Group. While Mr. Cottle will reside in Steptoe’s London office, he expects to be actively engaged for clients on both sides of the Atlantic, assisting them with a range of regulatory compliance matters.
Mr. Cottle joins the firm from BHP Billiton, the world’s largest diversified mining, oil and gas and natural resources extractives company headquartered in both the United Kingdom and Australia, where for a number years he has helped manage the company’s global anti-corruption and trade compliance programs. Before moving to the UK to work for BHP Billiton, Mr. Cottle resided in the Washington, DC area, where he held several in-house positions at multinational corporations in the industrial and defense sector. He spent five years at BAE Systems, Inc., the global aerospace and defense company, where, as a vice president, chief counsel of international, and associate general counsel of compliance, he was responsible for international compliance and major international transactions. Previously, Mr. Cottle served as the director of global compliance for Honeywell International, and as a senior counsel of compliance with Northrop Grumman Corporation. Mr. Cottle also represented clients involved in allegations with respect to the Oil-for-Food Investigation arising out of the Volker Report to the United Nations. In these positions, and during his time in private practice preceding them, he worked on the development and implementation of compliance programs, on compliance-related issues in mergers and acquisitions and in post-acquisition integration, as well as on internal and regulatory investigations.
“Jeff brings extensive practical experience to several areas of Steptoe’s international regulatory compliance practice, particularly in export controls, economic sanctions, and anti-corruption,” said Steptoe Chair Roger Warin. “His ability to work across these disciplines will further expand the compliance capabilities we offer clients from our London office, which recently welcomed Patrick Rappo, the former joint head of the bribery and corruption division at the Serious Fraud Office. With the globalization of these regimes, Jeff’s experience with major multinational companies such as BHP Billiton will be a valuable addition to our already strong bench in these areas.”
Steptoe’s FCPA/Anti-Corruption, Export Control, and Economic Sanctions practices are comprised of lawyers who consistently receive the highest rankings in the Chambers USA and Chambers Global legal directories. The firm’s work in these areas spans Steptoe’s offices in Washington, London, Beijing, Brussels, New York, Chicago, and Los Angeles. The firm offers the full range of preventive services and counseling, including due diligence in M&A and other transactions, compliance program development and implementation, and other transaction and operations counseling for multinational companies. The Steptoe team also has extensive experience in assisting and defending clients in government and internal corporate investigations and enforcement matters, and related issues such as suspension and debarment, collateral civil litigation and arbitration.
“Steptoe’s reputation in the compliance realm is top-notch, and I am delighted to be joining the firm,” Mr. Cottle said. “I am looking forward to working with the firm’s clients around the world to help them manage their compliance risks, using the experiences I have gained from my in-house positions, especially in the aerospace, defense and extractive industries to solve the compliance challenges faced by companies, especially in high-risk markets such as Africa and Asia. London is home to many multinational businesses needing regulatory counsel which understand the need to develop compliance strategies that are workable, cost-effective, and comply with the array of laws applicable to their multi-jurisdictional operations.”
A retired commander in the US Navy, Mr. Cottle spent operational tours as an intelligence officer in the Middle East, the Persian Gulf, and at the Pentagon. He received his B.A. magna cum laude from Georgetown University and earned his J.D. from the University of Virginia. He was raised in the UK and is a dual citizen of the United States and the United Kingdom.
