Ruxandra Cana was quoted in a Chemical Watch article titled “Board of Appeal Upholds Osor Principle.” The March 17 article explains that with this ruling the Board of Appeal (BoA) of the European Chemicals Agency (ECHA) agreed with the appeal of a lead registrant of a substance for it to annul ECHA’s decision to accept a separate registration dossier for that same substance – thus upholding the principle of “one substance, one registration.”
“In consideration of the Osor principle, the BoA concludes that a subsequent registrant is required to join the existing joint submission for the substance, when there is such a pre-existing joint submission,” says Ms. Cana.
