Steptoe Adds FERC’s Monique Watson to Energy Group

(June 12, 2017, Washington, DC) — Steptoe & Johnson LLP is pleased to announce the arrival of Monique Watson as of counsel in the Energy Group. Ms. Watson, who will reside in the firm’s Washington office, joins Steptoe from the Federal Energy Regulatory Commission (FERC), where she spent 15 years in senior legal positions, with a particular focus on oil and natural gas pipeline matters.

Ms. Watson most recently served as the deputy director of the Office of Energy Market Regulation’s Division of Pipeline Regulation. In this role, she supervised a group of energy analysts, economists, engineers, and attorneys to ensure the effective execution of the division’s technical natural gas and oil pipeline rate and tariff review in conformance with directives and policies of the commission. Previously, she spent three years as attorney advisor to the division director, and served as acting division director as requested. From August 2006 to October 2011, Ms. Watson served as legal advisor to then FERC Commissioner Marc Spitzer, now a Steptoe partner. In this position, she served as the principal legal and policy advisor on decisions relating to natural gas, hydroelectricity, and oil pipeline matters.

In welcoming her to Steptoe, Mr. Spitzer commented: “Having worked in senior counsel roles at FERC, Monique brings substantive knowledge in all facets of natural gas and oil pipeline regulation, including rate and tariff analysis, energy market policy review, and certificate review. For more than three decades, Steptoe has been one of the nation’s most active and recognized firms in the field of pipeline regulation. Ms. Watson received her B.A. from the University of Virginia and her J.D. from Howard University School of Law, where she graduated cum laude. When not practicing law, she is a volunteer with the Smithsonian’s new National Museum of African American History and Culture.
