The Associated Press quoted Stewart Baker, former assistant secretary for policy with the Department of Homeland Security, in an article titled "Calif. Test–Taking Case Shows Gap in Visa Security." The article focused on vulnerability in the nation's security tracking system for foreigners who attend US schools. Mr. Baker was attributed the following:

"This is a constant arms race. The DHS will have to make some tough decisions about how much more responsibility for performing identity checks they want to place on universities, which have been pretty resistant to that kind of burden."
