Herbert Shelley Speaks at Eighth Annual Bench and Bar Conference

On June 28, 2006, Herbert Shelley is speaking at the Eighth Annual Bench and Bar Conference  of the Court of Appeals for the Federal Circuit, sponsored by the Federal Circuit Bar Association, in Albuquerque, NM.

He will be part of a panel, "Federal Court Decisions Redux," that analyzes selected Federal Circuit decisions in several different areas of the Court's jurisdiction, and will focus on whether the Court should engage in a "statutory construction analysis" or employ step two of Chevron deference, in the case of an ambiguously drafted statute. He will discuss what is more important: judicial economy or Chevron deference.
