Sue Crescenzi is a non-attorney regulatory specialist in the Washington office of Steptoe & Johnson LLP, where she is a member of the Regulatory & Industry Affairs Department.  She has more than 20 years of experience in chemical regulation and heads the firm's pesticide registration consulting practice, working closely with clients and EPA staff on registration and reregistration actions, with an emphasis on antimicrobials.  She acts as manager of several data development consortia under FIFRA, coordinating their data development programs, acting as liaison with technical consultants, and assuring compliance with all related regulatory requirements.  Ms. Crescenzi has been involved in a broad range of pesticide policy issues over the years, working closely with EPA and industry representatives on  a number of pesticide regulatory proposals, both individually and as a participant in several industry coalitions.  She is currently a participant in the Pesticide Program Dialogue Committee (PPDC) Work Group on Worker Safety and the PPDC Work Group on Registration Review.  

She also participated in the negotiations that led to the Pesticide Registration Improvement Act (PRIA) and has been an active member of the industry coalition working with EPA on implementation of PRIA.  The focus of this group is regulatory streamlining activities mandated by PRIA.  Currently, she is a member of the Industry Fees Coalition Steering Committee working PRIA II, intended to reauthorize the existing program and prevent a severe shortfall in funding of EPA’s pesticide registration program. 

Ms. Crescenzi has been engaged in negotiations on the pesticide adverse effects reporting regulation and worked with the industry group that developed guidance to industry on complying with this regulation.  She also participated in the PPDC Work Group on inert ingredient issues, working as a participant in an industry coalition to assure the continued confidential treatment of the identity of pesticide inert ingredients.  Ms. Crescenzi also has an extensive background in the tiered data requirement system for antimicrobial pesticides and has provided support to EPA on behalf of antimicrobial registrants as the Agency continues to work on its proposal with regard to antimicrobial data requirements.

Ms. Crescenzi is in daily contact with staff and management of the Antimicrobial Division, as well as regular contact with senior management in the Office of Pesticide Programs and its other divisions.  She also has numerous contacts among regulators in a number of states that have active pesticide registration and regulatory programs.

Ms. Crescenzi assists clients in developing and presenting training programs to bring pesticide registration and compliance functions in-house and is a frequent speaker at pesticide conferences.  She is the author of  the chapter on “Regulation of Biocides in the US,” in the book The Biocides Business:  Regulation, Safety & Applications, (D.J. Knight and M. Cook, eds., 2002).

In addition, Ms. Crescenzi works with clients on other chemical regulatory matters involving a variety of programs of US EPA, US FDA, OSHA, California EPA, and state pesticide and food regulatory agencies.
