Harold H. Fox is a partner in the Washington office of Steptoe & Johnson LLP, where he is a member of the Intellectual Property group.

Dr. Fox's intellectual property practice covers strategic intellectual property counseling, including strategic patent advice to clients in the context of patent enforcement actions, patent portfolio development, product life-cycle management and intellectual property portfolio evaluations.  He is experienced in all areas of chemistry, biotechnology, pharmaceuticals, biologics, nanotechnology, physics, chemical engineering, mechanical engineering, medical devices, business methods, and materials science.  Additionally, he has addressed intellectual property issues in government contracts and handled trademark and domain name issues.

He regularly assists clients in patent drafting and prosecution, patent interferences, patent infringement and validity studies, client counseling projects, advising on patent litigation strategy, and handling due-diligence investigations.  Specifically, Dr. Fox regularly renders validity/invalidity opinions, infringement/noninfringement opinions, and freedom-to-operate opinions, drafts patent applications, licenses, research agreements, development agreements, and licenses, and conducts due-diligence, and pre-litigation studies.  His patent litigation experiences include advising and representing clients in U.S. District Court litigation as well as Section 337 patent infringement investigations before the US International Trade Commission.

Dr. Fox has published numerous research articles in the fields of inorganic chemistry, physical chemistry, organic chemistry, organometallic chemistry, catalysis, polymer chemistry, materials chemistry, electrochemistry, nonlinear optics, glass and ceramic materials, conjugated/conductive polymers, and theoretical chemistry in publications such as Science, the Journal of the American Chemical Society, the Journal of Organic Chemistry, Macromolecules, and Organometallics.
