Frederick J. Horne is of counsel in the litigation group of Steptoe & Johnson LLP’s Washington office, where he is a member of the Regulatory & Industry Affairs Department.  His practice has covered all areas of antitrust counseling and litigation since shortly after he first joined Steptoe & Johnson LLP in 1988.  Mr. Horne rejoined the firm in January 2001 after nearly three years as an attorney with the Federal Trade Commission’s Bureau of Competition.  While at the Bureau, Mr. Horne served in the Office of Policy and Evaluation, in Mergers II, and, during his last six months, as an assistant to Bureau Director Richard Parker.  Mr. Horne worked on numerous high-profile cases during his time at the Commission, including conduct investigations concerning Intel, several conduct investigations concerning pharmaceutical companies, and merger investigations of Barnes & Noble, Exxon/Mobil, AOL/Time Warner, and AstraZeneca/Novartis.

Antitrust
Mr. Horne counsels clients regarding compliance with the Sherman, Clayton, Robinson-Patman, and Federal Trade Commission Acts.  His experience encompasses not only various forms of conduct—price-fixing, market division, boycotts, communications between competitors, monopolization, and joint ventures—but also competition issues that arise from mergers and acquisitions.  In particular, Mr. Horne has developed significant experience in the electric utility and high-technology industries.  Mr. Horne represents clients in connection with antitrust investigations by both the Department of Justice and the Federal Trade Commission.

Complex Litigation
Mr. Horne represents clients in complex litigation that involves antitrust issues.  His practice includes multidistrict and class-action litigation.  Mr. Horne frequently works with expert witnesses in the development of reports and testimony on economic and statistical matters that are generally necessary in antitrust litigation.
