Overview
Ying Huang is a managing director in the International Regulatory Compliance and Government Affairs practice groups of Steptoe LLP. Ying joined Steptoe in 2003, and spent eight years at Steptoe's headquarters in Washington, DC. When Steptoe set up its Beijing Representative Office in 2010, Ying returned to Beijing where she now leads the firm’s China-related government affairs and technical regulatory compliance work, which requires close interaction with Chinese government agencies on matters related to customs law, environmental protection law, export controls and economic sanctions, and other regulatory areas.
By combining her extensive experience practicing in the United States with a deep understanding of the Chinese market, Ying provides comprehensive legal services to multinationals in support of their operations throughout China.
In addition, she advises clients on responding to compliance investigations by the World Bank and other Multilateral Development Banks (MDBs). Ying fully utilizes her deep knowledge of MDB investigation rules as well as her deep understanding of Chinese business culture and environment. Insights from both perspectives allow her to provide clients with effective guidance to ensure that the clients can cooperate with MDB investigations as quickly and efficiently as possible.
In the area of export control and sanctions, Ying and her colleagues have represented many high-profile cases. For example, they represented a Chinese satellite launch company in an OFAC economic sanctions matter arising from certain Iran-related transactions and successfully secured delisting for the client, which was the first time a Chinese company had achieved delisting through legal procedures.
