Mark J. Hulkower is a partner in the Washington office of Steptoe & Johnson LLP, where he is a member of the Litigation Department and heads the firm's white-collar criminal defense practice. He is also a member of its securities enforcement practice group. Prior to joining the firm, Mr. Hulkower was a federal prosecutor for more than six years, prosecuting a broad range of white-collar criminal cases and serving as lead trial counsel in more than 50 jury trials, including numerous prominent and high-profile cases.
White-Collar Criminal Defense
Mr. Hulkower's practice focuses primarily on white-collar criminal defense matters and SEC enforcement actions at all stages from investigation through trial and post-trial proceedings. His experience includes representations involving all manner of financial crimes including accounting fraud, securities fraud, healthcare fraud, environmental matters, and customs and tax offenses. Mr. Hulkower has also conducted internal investigations into allegations of criminal conduct on behalf of corporate clients including government contractors and healthcare providers.
Mr. Hulkower’s clients include executives from an array of major US corporations, including Enron, Tyco, Archer Daniels Midland, America Online, and large insurance companies. Mr. Hulkower has also served as co-lead counsel in the successful defense at trial of former Teamsters Union president Ron Carey and former Tyco general counsel Mark Belnick.
Before coming to Steptoe, Mr. Hulkower was an Assistant US Attorney in the Eastern District of Virginia for six years. During that time, Mr. Hulkower was lead counsel at more than 50 federal trials and before the Courts of Appeals in matters involving RICO, securities fraud, bank fraud, money laundering, tax fraud, public corruption, export violations involving arms and technology, customs violations, and a wide variety of other areas. Mr. Hulkower has also been the lead prosecutor in a number of well-known cases, including the successful espionage prosecution of Aldrich and Rosario Ames.
While at the US Attorney's office, Mr. Hulkower lectured and taught courses at the Department of Justice, the Federal Bureau of Investigation, and elsewhere in trial advocacy, conducting complex investigations, grand jury practice, the Federal Rules of Evidence, and national security issues. Since joining Steptoe, Mr. Hulkower has served as an adjunct professor for the George Washington University graduate school of Forensic Sciences, teaching evidence in the master’s degree program.
