Victoria A. Judson is of counsel in the Washington office of Steptoe & Johnson LLP, where she is a member of the Business Solutions and Litigation Departments.  Ms. Judson has more than 20 years experience working in the areas of employee benefits and executive compensation.

Prior to rejoining Steptoe in 2001, Ms. Judson was a consultant to the Department of Treasury where she participated in formulation of key regulatory and legislative projects in the employee benefits area.  Previously, Ms. Judson served as Deputy Benefits Tax Counsel for the US Department of Treasury Office of Tax Policy.  In that position, Ms. Judson advised the Secretary and Assistant Secretary of the Treasury on pension and retirement savings issues.  Ms. Judson played a central role in nearly all policy, legislative, and regulatory developments in the employee benefits area and coordinated formulation of the pension provisions of the US budget.  During this period, Ms. Judson worked with high level officials from the IRS in setting priorities for regulatory guidance, formulating regulations, and developing administrative programs for qualified plan compliance and corrections.  Ms. Judson also served as liaison to an interagency pension group that included representatives of the National Economic Council, the Department of Labor, the Pension Benefit Guaranty Corporation, and the Office of Management and Budget.  In addition, Ms. Judson worked with the Department of Justice with respect to certain employee benefits related litigation.

As part of the Business Solutions group, Ms. Judson has assisted financial institutions and insurance company service providers, Fortune 500 companies, small and medium sized businesses, state and local government plans, and non-profit organizations with the structuring and administration of qualified retirement plans, employee benefits programs, and executive compensation.  Ms. Judson has extensive practical experience in dealing with the IRS on taxpayer-specific matters, including compliance, plan corrections and rulings, and with the Treasury Department on regulatory and legislative issues.

Ms. Judson has frequently lectured to professional audiences on employee benefits issues.  She is a former Vice Chair of the Employee Benefits Committee of the Tax Section of the American Bar Association.  Ms. Judson taught income tax as a Visiting Assistant Professor of Law at the Columbus School of Law of the Catholic University of America.
