Negar Katirai is an associate in the Washington office of Steptoe & Johnson LLP, where she is a member of the International Department.  Ms. Katirai’s practice focuses on advising companies on the legal issues that arise from international business dealings.

FCPA
Ms. Katirai provides compliance advice with respect to the Foreign Corrupt Practices Act (FCPA), U.S. anti-money laundering laws (AML), and foreign anti-corruption and AML laws.  She helps clients develop effective FCPA compliance strategies, including establishing internal policies and procedures, and coordinating with local counsel to ensure compliance with local laws and regulations.  She is experienced in conducting internal investigations and represents clients in FCPA matters before the Department of Justice (DoJ) and Securities and Exchange Commission. 

Export Controls and Sanctions
Ms. Katirai represents exporters, including exporters of technology and defense items, on matters involving export control and economic sanctions laws and regulations administered by the Department of Commerce, Department of Treasury, Department of State, and the Nuclear Regulatory Commission.  In this respect, Ms. Katirai assists clients in export and sanctions licensing and compliance issues, including preparing export license requests, developing effective compliance strategies, conducting investigations, and, where necessary, preparing disclosures.

Pro Bono
Ms. Katirai provides pro bono representation in the fields of asylum law and international human rights law. She has been active in Steptoe’s efforts to advocate for legislative and administrative solutions to issues facing child victims of trafficking by drafting and lobbying amendments to legislation designed to protect victims of trafficking and prosecute their traffickers, and by lobbying administrative agencies who administer such laws.

Prior to law school, Ms. Katirai worked for the United Nations Development Programme, where she focused on issues of law and development in Central Asia, and served as a Research Associate at the Council on Foreign Relations, where she worked on issues pertaining to trade and development in the Middle East, North Africa, and Central Asia.
