Hever "Joby" M. Bascon is special counsel in the Washington office of Steptoe & Johnson LLP, where he is a member of the Corporate, Securities and Finance practice group.
Mr. Bascon's practice focuses on multilateral financings, investment funds, and mergers and acquisitions. He also advises clients in technology licensing and distribution, equipment acquisitions, start-up business ventures, joint ventures, corporate consolidations and restructurings, municipal tax-exempt lease-purchase financings, due-diligence reviews, proxy solicitations, Securities Act registrations, and other general corporate and business matters. In addition, he has advised clients on the commercial, privatization, government procurement, labor, and criminal laws of the Philippines.
In the Philippines, he served as Chief Legal Advisor to the Secretary of Tourism and concurrent Deputy General Manager for Operations of the Philippine Tourism Authority. He was also Advisor to the Secretary of Trade where he assisted in formulating policies and procedures for the privatization of former US military bases in Subic and Clark.
