John P. Nolan is an associate in the Washington office of Steptoe & Johnson LLP, where he is a member of the Litigation Department.  Mr. Nolan’s practice focuses on civil litigation, while he also has experience in Supreme Court litigation involving constitutional challenges to state regulatory schemes.

Mr. Nolan previously served as a Judge Advocate in the US Coast Guard, where his work focused on homeland security matters, criminal law, and environmental law.  He served as a legal advisor to the General Counsel of the Department of Defense on trials of suspected terrorists held at Guantanamo Bay, Cuba, and served as Department of Defense liaison to the Department of Justice on enemy combatant litigation in federal courts.  In earlier assignments in Cleveland, Ohio, Mr. Nolan prosecuted military defendants under the Uniform Code of Military Justice and advised Coast Guard leadership on enforcement of environmental laws on the Great Lakes.

Prior to becoming a Judge Advocate, Mr. Nolan served as a deck watch officer on board the Coast Guard Cutter Decisive in St. Petersburg, Florida, where he enforced US drug and immigration laws at sea.
