Dr. Kees Jan Kuilwijk is a partner in the Brussels office of Steptoe & Johnson LLP.  His practice focuses on competition law. 

Mr. Kuilwijk has broad experience in dealing with mergers and acquisitions and with the full range of antitrust issues, including cartels, abuse of dominance and private enforcement. He regularly deals with the European Commission and national competition authorities on behalf of companies under investigation or complainants. He has also represented clients in proceedings before the Court of First Instance (CFI) and the European Court of Justice (ECJ) in Luxembourg.

Mr. Kuilwijk has extensive experience advising on trademark licensing, franchising, technology transfer and the IP aspects of mergers, acquisitions and joint ventures.

Sectors in which Mr. Kuilwijk has represented clients include information technology, pharmaceuticals, telecommunications, publishing, oil & gas, consumer goods, food & drink, maritime and air transport, financial services and biotechnology.

Mr. Kuilwijk graduated from Leyden University, the Netherlands, in 1986 and obtained a Ph.D. degree cum laude in European law from the European University Institute in Florence, Italy in 1996.  A member of the Brussels Bar, he has been recognized as a leading European antitrust practitioner by a number of industry publications. He is a frequent writer and speaker on competition law issues.

  • Acting on behalf of an Asian airline in the Commission’s investigation into price-fixing in the air cargo industry.
  • Acting on a number of merger investigations by the European Union, including on behalf of complainants.
  • Advising a media conglomerate on the European aspects of its merger with a major Internet service provider.
  • Advising on distribution and license agreements in the technology sector.
  • Acting for a Japanese manufacturer of video games and consoles in the European Commission’s investigation into its distribution practices in Europe.
  • Acting for a major software trade association in the EU Microsoft Case.
