Marc A. Paul is of counsel in the Washington office of Steptoe & Johnson LLP. Mr. Paul's practice focuses on telecommunications and intellectual property law.
Telecommunications
Mr. Paul is a senior telecommunications attorney representing domestic and foreign telecommunications clients who provide international and domestic telephone, wireless, and satellite telecommunications services. He has represented domestic and international satellite operators, telephone companies, wireless service providers and manufacturers, Internet companies, electric utilities, and submarine cable licensees before the Federal Communications Commission, other federal government agencies and departments, in federal court, and before state government agencies.
Mr. Paul has prepared and filed comments in numerous FCC rulemaking proceedings on a wide variety of issues affecting the telecommunications industry, such as spectrum allocations, service rules, intercarrier compensation, and competitive bidding proceedings. He has an extensive background in licensing proceedings, having filed and prosecuted to completion a wide variety of applications for innovative satellite systems, earth stations and terrestrial wireless carriers, and international common carriers. He also has a thorough working knowledge of most service rules affecting these industries, in connection with advising clients on licensing, compliance matters, and the 1996 Telecommunications Act.
Mr. Paul has also represented clients before State PUCs, including representing a client in multi-state administrative litigation against Qwest concerning intercarrier compensation for SS7 signaling.
Mr. Paul has participated as telecommunications regulatory counsel in mergers, acquisitions, and debt and equity offerings, and has prepared regulatory applications and opinion letters in connection with these transactions. Mr. Paul has also negotiated, drafted, and reviewed a variety of complex commercial agreements for telecommunications and information technology clients, including intercarrier service agreements, non-disclosure agreements, and assignment and assumption agreements.
Intellectual Property
Mr. Paul is also active in the firm's intellectual property practice. Mr. Paul's intellectual property practice encompasses counseling clients in a variety of industries on all aspects of trademark law, including acquiring and protecting trademark rights, prosecuting applications for registration of marks in the US Patent and Trademark Office, analyzing conflicting marks, and devising strategies for enforcing trademark rights, including litigation and opposition proceedings before the Trademark Trial and Appeal Board.
