Daniel Poynor is a partner in the Washington office of Steptoe & Johnson LLP, where he is a member of the Regulatory & Industry Affairs Department. His practice focuses on federal energy regulation, primarily of crude oil and petroleum products pipelines.
Mr. Poynor’s representation of oil pipeline companies involves all aspects of pipeline rates and regulated practices. His experience before the Federal Energy Regulatory Commission (FERC) includes the range of cost-of-service ratemaking issues as well as market-based rates, pipeline expansion projects, capacity allocation issues, standards of conduct matters and jurisdictional issues. Mr. Poynor also has extensive experience with the Trans Alaska Pipeline System (TAPS) and other Alaska pipelines, including defending against challenges to TAPS rates at the FERC and the Regulatory Commission of Alaska (RCA).
Prior to joining Steptoe & Johnson LLP, Mr. Poynor served as an Assistant Attorney General in the Office of the Attorney General of Virginia. Mr. Poynor advised state agencies on a wide range of regulatory issues and represented them before federal and state courts.
