Andrew W. Racca is special counsel in the Washington office of Steptoe & Johnson LLP.  He is a member of the Litigation Department, and his practice focuses primarily on civil and commercial litigation, as well as insurance/reinsurance matters.

Prior to joining Steptoe & Johnson LLP, Mr. Racca was an Assistant Corporation Counsel in the Major Equity Litigation Task Force of the District of Columbia Office of Corporation Counsel.  While at DC Corporation Counsel, Mr. Racca represented the government of the District of Columbia before the US District Court for the District of Columbia and the DC Superior Court on a wide variety of civil and administrative matters, including civil rights and commercial and class action litigation.
