Thomas R. L. Best is an associate in the Washington office of Steptoe & Johnson LLP, where he is a member of the International Department. Mr. Best’s practice focuses primarily on international business regulation, and international trade and investment law. He also has significant international capital markets transactions experience.

Mr. Best’s international regulatory practice focuses on the US Foreign Corrupt Practices Act (FCPA), US export control regularity regimes, and anti-terrorism prohibitions. Mr. Best has represented both individual and corporate clients from the world’s major developing economies in FCPA matters before the US Securities and Exchange Commission and the Department of Justice. He has significant experience with the Export Administration regulations and the Internal Traffic in Arms regulations. In his anti-terrorist work, he has developed particular experience in the Office of Foreign Assets Control regulations and the Anti-terrorism Effective Death Penalty Act of 1996.

His international trade practice is focused on antidumping and countervailing duty investigations and administrative reviews, primarily for Chinese clients in administrative litigation at the US Department of Commerce.
