David Rifkind is special counsel in the Washington office of Steptoe and Johnson LLP, where he practices in the Litigation and Regulatory & Industry Affairs Departments.  Prior to joining the firm, Mr. Rifkind served as a senior legislative assistant to US Representative James H. Scheuer, where he was responsible for international trade and defense issues.

Mr. Rifkind principally handles litigation in federal and state courts and before federal agencies, with an emphasis on the transportation and insurance industries.

Transportation
Mr. Rifkind regularly represents BNSF, a Class I railroad, in major rail rate litigation before the Surface Transportation Board and advises railroads on regulatory issues.  In addition, he has represented several major international air carriers including Lufthansa, KLM, and British Airways, Ethiopian, and Korean Air in various regulatory proceedings and/or litigation.

He has also handled commercial transactions, including the sale of aircraft, commercial leases, and perfection of security interests in aircraft under the Uniform Commercial Code and federal statutes, and he has advised clients on compliance with US regulations, including hazardous materials transportation regulations, US economic sanctions, and international trade regulations.

Mr. Rifkind is currently the vice president of the Association of Transportation Law Professionals, a regular contributor to that organization’s newsletter, and served as president of its DC chapter.

Insurance
Mr. Rifkind serves as coverage counsel, advising insurance carriers on the handling of large environmental claims and representing them in coverage litigation.
