Daniel C. Sauls is a partner in the Washington office of Steptoe & Johnson LLP. He is a member of the firm's Litigation Department and is experienced in several areas of complex civil litigation.

Government Contracts
Mr. Sauls represents numerous clients on a wide range of both litigation and counseling matters, including application of the FAR (Federal Acquisition Regulations) and various FAR supplements and issues involving cost allowability and allocation. Mr. Sauls also has handled matters arising under the False Claims Act, the Truth in Negotiations Act, the Procurement Integrity Act, and other statutes affecting the contractor's relationship with the government. His experience includes representation of clients before the Boards of Contract Appeals and the Court of Federal Claims. Mr. Sauls also has extensive experience in representing clients in bid protests before the Government Accountability Office in matters involving small and multi-billion-dollar contracts and issues ranging from mistakes in bids to challenges to agency cost realism and technical evaluations.

Construction Litigation
Mr. Sauls represents clients on a nationwide basis with respect to construction claims under federal, state, and local construction projects. His experience includes litigation regarding claims for differing site conditions, changes, variations in estimated quantity, suspensions, terminations, defective specifications, and failure to disclose superior knowledge. Mr. Sauls has tried such cases to the Boards of Contract Appeals. He also has secured a number of multi-million-dollar settlements in favor of his clients and has successfully used a variety of alternative dispute resolution procedures to resolve disputes in a cost-effective manner.

Insurance Coverage Litigation
Mr. Sauls has had a broad-ranging insurance coverage litigation practice for over a dozen years, representing a number of insurance companies in disputes involving asbestos claims, environmental claims, and professional liability issues. He has extensive experience regarding issues such as trigger and scope of coverage, expected or intended and fortuity defenses, the pollution exclusion, and the interpretation of asbestos-related exclusions and other exclusions in primary and excess liability insurance policies. Mr. Sauls has tried insurance coverage cases in state court, federal court, and in bankruptcy court. He also has counseled clients with respect to the settlement of numerous multi-million-dollar coverage lawsuits.
