Samuel Sipe is a partner in the Washington office of  Steptoe & Johnson LLP, where he leads the Transportation practice group.  His recent practice is focused on solving problems for clients involved in the railroad industry.  He has represented railroads in merger cases, rate cases, rulemakings, and other proceedings before the Surface Transportation Board as well as in litigation in the federal courts and in commercial arbitrations.  Mr.  Sipe also advises non-railroad clients, including municipalities and port authorities, regarding commercial and regulatory issues arising from their dealings with the rail industry.  Mr. Sipe has an extensive background in antitrust law and economic regulation that encompasses the communications and petroleum industries as well as railroads.

Mr. Sipe frequently writes and speaks on developments in rail transportation law. 

Mr. Sipe taught English literature at the college level before attending law school.  He has represented the Viet Nam Veterans of America on a pro bono basis before the Supreme Court of the United States, and the United States Court of Appeals for the District of Columbia Circuit.
