Joseph E. Stubbs is of counsel in the Washington office of Steptoe & Johnson LLP.  He is a member of the firm's energy and natural resources practice group.

Electric Regulatory
Mr. Stubbs represents electric utilities and other clients in regulatory matters before the Federal Energy Regulatory Commission, the federal courts, and state regulatory commissions.  He has extensive experience in utility merger proceedings and in matters involving regulatory compliance, tariff interpretation, and rates.

Gas Regulatory
Mr. Stubbs represents clients in regulatory matters before the Federal Energy Regulatory Commission.  He has significant experience in rates, terms and conditions of services, and affiliate relationships.

Restructuring
Mr. Stubbs increasingly works with electric utilities on issues and proceedings involving the ongoing restructuring of the electric industry. He has assisted utilities in responding to state initiatives to increase competition in the sale of electricity and has worked to formulate utility transition cost recovery plans.  Mr. Stubbs helped draft and negotiate an agreement to transfer control of electric transmission facilities to an independent system operator.  His experience includes drafting a tariff to implement an innovative transmission pricing methodology that was designed to accommodate and foster competition.

Qualifying Facilities
Mr. Stubbs also advises utilities with respect to purchases of electricity from cogeneration and small power production projects known as "qualifying facilities" (that is, projects that meet the requirements of the Public Utility Regulatory Policies Act of 1978).  Mr. Stubbs works with clients on contractual and regulatory compliance matters and represents utilities in complaint proceedings involving qualifying facilities.
