Richard P. Taylor is a partner in the Washington office of Steptoe & Johnson LLP.  His areas of practice include air transportation, general corporate matters, and legislative issues.  Mr. Taylor has been a member of the Republican National Committee since 1983.

Mr. Taylor has long been a major participant in the firm's aviation law practice.  He represents large and small airlines, helicopter companies and airports in a broad range of regulatory and commercial settings.

Mr. Taylor represents clients in the full range of matters that relate to air transportation of passengers and property, including matters arising before the Department of Transportation, Federal Aviation Administration (FAA) and National Transportation Safety Board (NTSB), air political issues, the taxation of air transportation services, relationships with travel agents and other transportation intermediaries, immigration and customs matters, aviation safety and security issues, and federal and local noise regulations.

Mr. Taylor is also experienced in commercial transactions in the aviation field, including leasing of commercial aircraft, other types of financing transactions and mergers and acquisitions.  He advises with respect to contracts between airlines and their many suppliers of equipment and services.  He also represents aviation interests in litigation matters before regulatory agencies, federal and state courts, and arbitration tribunals and in legislative matters.

Mr. Taylor has long focused on representing a large number of airports on economic regulation issues, including international route cases, bilateral negotiations and a variety of efforts to obtain additional domestic and international air service.  He has also handled many FAA-related problems for airports, particularly including funding issues, legislative problems, and noise issues.  In addition, he has handled NTSB matters related to airports and has substantial experience in all aspects of airport-airline relationships.

In addition to his extensive work in the passenger air transportation field, Mr. Taylor has a long history of representing air cargo carriers, air freight forwarders and shippers in the air cargo field.  This work has involved all aspects of air cargo and intermodal transportation, including economic regulation, FAA issues, claims matters, and hazardous materials cases.

Mr. Taylor has also been active for many years in advising clients on legislative issues before Congress both within and outside the transportation field.
