Melanie J. Teplinsky is an associate in the Washington office of Steptoe & Johnson LLP, where she focuses on electronic commerce issues. 

Prior to becoming an associate in the firm’s Technology Department, Ms. Teplinsky focused on information technology policy issues in the Executive Office of the President, dividing her time between the Office of Science and Technology Policy and the Office of Management and Budget’s Office for Information and Regulatory Affairs, Information Technology Branch.  Her work in the executive branch touched on various aspects of information technology policy including content control, digital intellectual property initiatives, electronic authentication, encryption and privacy issues.

Ms. Teplinsky began her career in 1991 as an analyst at the National Security Agency in Fort Meade, Maryland and continued her technical work at the Institute for Defense Analyses’ Center for Communications Research in Princeton, New Jersey.  She later authored an internal government white paper on United States encryption policy and served as a moderator for government-industry discussions on the same topic while working in the Computer Security Laboratory at the National Institute of Standards and Technology.  She also authored one of a series of papers on network technologies while working for the Science Applications International Corporation (SAIC) Center for Information Strategy and Policy.
