Elizabeth Brown is a non-attorney technical and regulatory specialist in the Washington office of Steptoe & Johnson LLP, where she is a member of the Regulatory & Industry Affairs Department. With over 25 years of experience in pesticide registration, regulation, data development and project management, she works closely with clients and US Environmental Protection Agency (EPA) staff on a daily basis on registration actions and policy issues relating to conventional, biochemical and microbial, and antimicrobial pesticides.
Dr. Brown identifies and implements strong scientific responses to resolve critical regulatory issues and innovative approaches to addressing policy development. She has experience in antimicrobial, agricultural, amenity, and related areas of pest management from both the technical scientific and regulatory perspectives, with a strong background in practical application and market considerations. She also develops and presents training programs on pesticide registration and compliance.
Additionally, Dr. Brown has prepared and defended toxicological and residue dossiers on pesticides under review at the international level by the World Health Organization (WHO) and the Food and Agricultural Organization (FAO), leading to the establishment of internationally-recognized acceptable daily intake values and maximum residue levels. She has managed and developed regulatory dossiers for numerous compounds, including managing the generation of data, summarization and interpretation of data, and preparation and defense of dossiers and registrations within the United States and on a global basis. She has successfully defended multi-million dollar markets for products, by clearly identifying the issues and developing the critical support to address scientific and regulatory concerns.
Dr. Brown has worked closely with the EPA on the development of a number of pesticide regulatory proposals, both individually and as a participant in industry coalitions. She has extensive contacts with the regulatory and scientific branches at the EPA Office of Pesticide Programs, particularly within the Antimicrobial Division, at both the management and staff levels. She works closely with and has extensive contacts among testing laboratories for a generation of studies required for regulatory compliance.
