Proctor Jones is a senior legislative affairs advisor in the Washington office of Steptoe & Johnson LLP, where he is a member of the Government Affairs & Public Policy practice group.
Mr. Jones served as a Congressional staffer for 34 years in the United States Senate, originally serving under Senator Richard Russell. In addition to Senator Russell, he has served under some of the most distinguished chairmen of the Senate Appropriations Committee including Senators Ellender, McClellen, Magnuson, Stennis, Byrd, and Hatfield. During his tenure Proctor was regarded in Washington as one of the top five most powerful staffers in the Senate.
He served as the Staff Director of the Energy and Water Development Subcommittee of the Committee on Appropriations, as well as Staff Director of the full Committee on Appropriations. He was the principal Senate staff member handling appropriations for the US Army Corps of Engineers, the Department of Energy, the water resource functions of the Department of Interior and several other federal agencies.
Because of his extensive service on the largest Senate committee and his knowledge involving the financing of the functions of government, he has developed close relationships with most members of the Senate, as well as many key members of the House of Representatives. Mr. Jones also has vast experience in the funding and operation of a range of issues including the civil works of the Army Corps of Engineers, defense nuclear weapons development and environmental cleanup, scientific research, the National laboratories, and the power marketing administrations.
Prior to joining Steptoe, Mr. Jones was employed by a prominent government affairs firm.
