Felicia Carter is an associate in the Washington office of Steptoe & Johnson LLP, where she is a member of the Tax group. Her practice focuses on tax controversies and tax litigation.

During law school, Ms. Carter studied in the European Law LL.M. program at the University of Leiden in the Netherlands. Prior to graduating from law school, Ms. Carter worked as a summer associate at Steptoe. Through Steptoe's Public Service Program, she also worked as a summer associate at the Public Defender Service for the District of Columbia.
