Andrew Guhr is an associate in the Washington office of Steptoe & Johnson LLP, where he is a member of the Technology and Regulatory & Industry Affairs Departments.  Mr. Guhr represents domestic and foreign communications companies as well as online content providers in matters before the Federal Communications Commission.  Mr. Guhr has prepared comments in various FCC rulemaking proceedings on behalf of Direct Broadcast Satellite (“DBS”) providers, satellite operators, terrestrial wireless carriers, and online content providers on a wide variety of issues affecting their respective industries.  For clients engaged in mergers with and acquisitions of FCC regulated companies, Mr. Guhr has provided regulatory due diligence and drafted the associated application materials.  In addition, and in conjunction with the Government Affairs & Public Policy practice group, Mr. Guhr monitors and analyzes legislation affecting certain online content providers and communications companies.
