Overview
Dave Raskin has more than 35 years of experience representing clients in the electric power industry. He is described by Chambers Global sources as "a really fantastic lawyer, a clear communicator; he understands his clients' businesses and likes to push the envelope. Dave has successfully represented clients in cases involving investigations, mergers and acquisitions, compliance with regulatory rules, generation and transmission project development, industry restructuring, wholesale electric and transmission service pricing, transmission access, wholesale market rules within and outside organized (RTO) markets, contract disputes, antitrust issues, and stranded investment. He has been lead trial counsel in dozens of Federal Energy Regulatory Commission (FERC) proceedings.
Dave has also negotiated and helped structure numerous complex bulk power and transmission transactions, and projects to construct and operate transmission and generating facilities. He often advises clients on the regulatory and commercial aspects of transactions involving the sale and delivery of electric power. More recently, Dave has been advising clients with respect to investments in major new transmission projects, serving as counsel to the developers of several prominent projects that involve cutting-edge issues. He provides advice on spinning-off, selling, and purchasing transmission assets, and the relationship between different forms of transmission ownership and operation. Dave also works extensively in negotiating power purchase contracts for utilities that have divested some or all of their generating assets.
Dave is a frequent speaker and panelist at industry forums and is a former notes editor of the Energy Law Journal.
