International Law Advisory - President issued Executive Order No. 13348 , Imposing limited trade restrictions on Liberia

This is to advise you that on  Friday, July 23, 2004, the President issued Executive Order No. 13348, imposing limited trade restrictions on  Liberia.  

The Executive Order imposes two sets of restrictions:

  •  First, the Order blocks the property (and interests in property) of certain persons/entities, affiliated with former Liberian President Charles Taylor, who have contributed to civil unrest in Liberia and the depletion of Liberian economic and natural resources.  The Executive Order contains an annex listing certain persons/entities who have been blocked, and authorizes the Treasury Department (in consultation with the State Department) to block others if deemed necessary.   U.S. persons are prohibited from providing funds, goods or services to blocked persons/entities, or receiving funds, goods, or services from them.
  • Second, the Order prohibits the import to the  United States, either direct or indirect, of any round log or timber product originating in  Liberia (e.g., any product classifiable in Chapter 44 of the U.S. Harmonized Tariff Schedule).
