International Law Advisory - Treasury Designates Libyan Individuals for Contributing to Threat Posed by Terrorism
June 21, 2007The United States Department of the Treasury, Office of Foreign Assets Control (“OFAC”) published in today’s Federal Register a notice designating three Libyan individuals under Executive Order 13224 of September 23, 2001 (“the Order”). See 72 Fed. Reg.119 at 34353-34354 (June 21, 2007).
The Order is designed to stop terrorist funding by designating and blocking the assets of foreign individuals and entities that commit or pose a risk of committing acts of terrorism. The Order also blocks the assets of individuals or entities that provide support, services, or assistance to, or otherwise associate with, terrorists and terrorist organizations. The Global Terrorism Sanctions Regulations (31 C.F.R. Part 594) that implement the Order restrict US persons and companies from engaging in or participating in transactions involving property in which a designated individual or entity has any interest. These restrictions work to prohibit US persons from engaging in or participating in, directly or indirectly, transactions involving a designated person or entity.
Today’s notice names the following three Libyan individuals whose property and interests in property are blocked pursuant to Executive Order 13224:
