International Law Advisory - Treasury Designates Chinese and American Entities for - June 16, 2006

On June 13, 2006, the Department of Treasury, Office of Foreign Assets Control (“OFAC”), designated four Chinese entities and one U.S. affiliate under Executive Order 13382.  Specifically, the companies, which are targeted for providing Iranian proliferators with missile-related and dual-use technologies, are Beijing Alite Technologies Company, Ltd. (ALCO), LIMMIT Economic and Trade Company, Ltd., China Great Wall Industry Corporation (CGWIC) and China National Precision Machinery Import/Export Corporation (CPMIEC).  The U.S. entity, which is the representative office of CGWIC, is G.W. Aerospace, Inc.

Executive Order 13382, signed by President Bush in June 2005, authorized strong sanctions against entities and individuals involved in the proliferation of weapons of mass destruction.  The E.O. freezes any assets of the designees that are in the possession of U.S. persons or subject to U.S. jurisdiction.  Further, all transactions between designees and any U.S. persons are prohibited, including (i) the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any designated entity or person; and (ii) the receipt of any contribution, funds, goods, or services from designated entities or persons.

In addition to the five entities designated on June 13, the following are blocked under E.O. 13382:
