HOYER SELECTED AS HOUSE MAJORITY LEADER: Today, Rep. Steny Hoyer (D-MD) was selected as the incoming House Majority Leader by a vote of 149 to 86. Hoyer won the race over Rep. John Murtha (D-PA) who was favored by the Speaker-elect Nancy Pelosi.
TREASURY ISSUES NEW VERSIONS OF U.S. MODEL INCOME TAX CONVENTION AND MODEL TECHNICAL EXPLANATION: On November 15, the Treasury Department issued new versions of the U.S. Model Income Tax Convention and Model Technical Explanation. The U.S. Model Income Tax Convention is used as a starting point in bilateral treaty negotiations with other countries. The Model Technical Explanation will serve as the basis for technical explanations of bilateral tax treaties based on the U.S. Model Income Tax Convention.

- U.S. – BELGIUM TAX TREATY TO BE SIGNED SOON: Steptoe & Johnson LLP has been informed that the recently initialed revision to the tax treaty between the United States and Belgium will be signed on November 27 in Brussels. A copy of the treaty should be released at that time.
