HEALTH CARE BILL FACES CHALLENGES IN SENATE AS REID AIMS TO BEGIN DEBATE NEXT WEEK: Senate Democrats have acknowledged the difficulty of getting a health care reform bill through the Senate process. Yesterday, Senate Majority Leader Harry Reid said, “We’re going to get on health care...before Thanksgiving, or at least give it our utmost to get on that bill.”

  • Sen. Charles Schumer said, “I think every Democrat, from the most conservative to the most liberal, realizes that failure is not an option.” Schumer added, “Anyone can offer any amendment on any subject in the Senate whereas in the House, amendments are limited greatly, so therefore if you thought it was hard in the House it's going to be harder in the Senate.”
  • Ranking Finance Committee member Sen. Chuck Grassley added that as "as long as there's at least a half a dozen Democrats that don't want it," the legislation is going nowhere.
  • After House passage of its health care reform bill, President Obama said that the Senate “must follow suit.” The President said, “Thanks to the hard work of the House, we are just two steps away from achieving health insurance reform in America. Now the United States Senate must follow suit and pass its version of the legislation. I am absolutely confident it will, and I look forward to signing comprehensive health insurance reform into law by the end of the year.”

MISCELLANEOUS GUIDANCE ISSUED TODAY:
Announcement 2009-82 provides relief for sponsors of statutory hybrid plans that must amend the interest crediting rate in those plans. Plan sponsors may rely on this announcement pending publication of the anticipated additional guidance described in the announcement.
