Allison Nyholm focuses on legislative and agency advocacy, particularly as it relates to energy, natural resources, and rural development. She offers clients legislative strategy and project development guidance in their efforts to secure relief from regulatory bodies, including the Department of Interior and the Environmental Protection Agency. Allison works closely with administration officials to achieve these goals, as well as with congressional staff and external stakeholders. She also conducts risk assessments for clients regarding key legislative and regulatory objectives.
Allison is experienced in bridging local and state concerns with federal policy. Previously, she coordinated priorities for Alaska officeholders in areas including appropriations, transportation, tax, energy programs, economic development, and rural issues. She also worked with the energy industry, advising on legislative strategy and project development. As a policy advisor at the American Petroleum institute, she provided guidance on royalty policy, regulatory impact, and oil spill response.

Areas of Work
Helped secure passage of clean coal technology tax credit legislation.
Helped secure approximately $1.25 billion in FAST Act funding for Alaska.
Helped to secure the first permit to transport liquid natural gas (LNG) via rail.
Directed Alaska’s federal appropriations process while part of the governor's office, facilitating program funding in excess of $750 million.
Acted as key negotiator for Senator Murkowski (conferee) for the FAST Act, the first federal law in over a decade to provide long term surface transportation funding.
