(June 29, 2020, Washington, DC) — Steptoe & Johnson LLP associate Luke Tillman has been selected for a five-year term membership to the Council on Foreign Relations (CFR). Since its founding in 1921, the CFR has grown a membership of more than five thousand of the most prominent leaders in the foreign policy arena, including top government officials, renowned scholars, business executives, acclaimed journalists, prominent lawyers, and distinguished nonprofit professionals. The membership is composed of those residing in the greater New York and Washington, DC, areas, and a plurality based around the United States and abroad.
At Steptoe, Tillman focuses his practice on customs and trade remedies issues, including antidumping and countervailing duty (AD/CVD) investigations and reviews before the US Department of Commerce and US International Trade Commission (ITC), and appeals before the US Court of International Trade (CIT). He also advises clients on issues involving the Office of the United States Trade Representative.
Tillman joined Steptoe from the ITC where he advised Commissioner Irving Williamson on antidumping and countervailing duty injury investigations, five-year "sunset" reviews, and judicial appeals. Tillman's previous government experience includes the Department of Justice, where as a trial attorney, he represented the United States in litigation at the CIT and the Federal Circuit, and the US Customs and Border Protection, where he was an international trade specialist and attorney advisor.
Tillman earned an LL.M. in international trade law from Georgetown University and his J.D. from Case Western Reserve University, where he served as an articles editor for the Case Western Reserve Journal of International Law. Tillman received his B.A. from Kent State University.
