National Journal quoted David Stetson in a January 12, 2022 article titled "Dems to counter Cruz's Nord Stream 2 sanctions bill." The piece examines competing sanctions bills proposed by Senators Ted Cruz and Bob Menendez, designed to stop the completion of the controversial Nord Stream 2 natural gas pipeline.
Cruz's bill would force a vote to undo Biden's May 2021 sanction waivers on the pipeline project. Commenting on what this would mean for Biden, Stetson says that "It certainly forces the administration to decide whether to exercise the waiver…And then it would depend on whether there were sufficient votes in the Congress to enact a resolution of disapproval that would force the administration to decide whether to veto. And then that would depend on whether there were sufficient votes to override the veto…So it certainly ups the pressure significantly on Biden to impose the sanctions."
