Steptoe attorney Michael Navarre was quoted in a Law360 article titled “Trafficking Rule Raises Subcontractor Monitoring Concerns.”  The article, published on January 28, discusses a rule set to be published by the Federal Acquisition Regulatory Council that will impose new restrictions and compliance obligations on US government contractors and subcontractors to ensure their supply chains are free of trafficked labor.

Among other concerns about the impending anti-trafficking rule, Mr. Navarre points out that the ban on recruitment fees used by contracting agents is an issue that particularly US government contractors performing contracts overseas will need to study.

"That's one [thing] that certainly contractors overseas are going to have to look out for, because I know a lot of overseas contractors' hiring agents do charge employees recruitment fees," Mr. Navarre says.
