Indian Country Today Quotes Jody Cummings on Off-Reservation Acquisitions

April 11, 2017

Indian Country Today quoted Jody Cummings in an April 11 article titled “House Natural Resources Chairman, Rob Bishop, Attacks Off-Reservation Gaming Approvals.” The article discusses Rep. Rob Bishop’s request to the Interior Department to “freeze or suspend” several off-reservation Indian gaming projects approved during the Obama administration.

Mr. Cummings, former deputy solicitor of Indian Affairs during the Obama administration, says that Chairman Bishop’s request is not necessarily surprising, particularly given that it relates to off-reservation acquisitions, which have long been controversial.  Referencing the rules approved by Carl Artman under the Bush administration, he adds, “I would expect that the road to approval for off-reservation gaming applications will be that much more difficult should President Trump’s Indian affairs team follow the kind of approach articulated in the Artman guidance adopted during the Bush administration.”
