Senior DOJ, FCC Lawyer Jon Sallet Joins Steptoe’s Antitrust, Telecom Groups

(May 4, 2017, Washington, DC) — Steptoe & Johnson LLP is pleased to announce that Jonathan Sallet, former deputy assistant attorney general for litigation in the Department of Justice’s (DOJ) Antitrust Division and general counsel of the Federal Communications Commission (FCC), has joined the firm as a partner. He will reside in Steptoe’s Washington office.

At the DOJ, Mr. Sallet led the Antitrust Division’s review of key mergers and conduct investigations, and supervised the division’s litigation matters from 2016-2017. He also worked closely with the Federal Trade Commission (FTC), and provided the division’s views publicly on the appropriate analysis of vertical transactions and broadband competition.

From 2013-2016, Mr. Sallet served as general counsel of the FCC, a position he assumed at the request of incoming Chairman Tom Wheeler. Among his most recognized accomplishments was successfully arguing the Open Internet case on behalf of the FCC before the US Court of Appeals for the District of Columbia.

Prior to his most recent government service, Mr. Sallet had a long and varied career as an antitrust lawyer in private practice and as a policy adviser and strategic counselor for technology companies.

Mr. Sallet commented: “As a practitioner and as a government official, I’ve long admired the quality and professionalism of Steptoe’s lawyers. I very much appreciate the opportunity to join this global firm and contribute to its strong antitrust and communications law practices."

“Jon is a lawyer who combines sharp intellect, diverse experience in senior government positions and the private sector, unsurpassed credentials, and practical judgment,” said Steptoe Chair Phil West. “He is extremely well regarded by those who know him, and has deep antitrust and telecommunications expertise. We are delighted to welcome him to the firm.”

Ed Schwartz, head of Steptoe’s antitrust practice, commented: “Jon comes to Steptoe’s antitrust group having recently been deeply involved in some of the largest and most significant antitrust investigations and cases during his recent tenure in the DOJ Antitrust Division and the FCC, and while in private practice. We are thrilled that he will be bringing his distinctive talents to Steptoe, and look forward to working with him on our clients’ most complex and challenging antitrust problems, investigations and disputes.”

Pantelis Michalopoulos, who leads Steptoe’s Telecom, Internet & Media Group and provided oral argument in defense of the Open Internet Order at the DC Circuit on behalf of the Internet industry, added: “Jon's dual expertise is a windfall for us. We would be delighted to partner with either the telecom aspect or the antitrust aspect of that expertise, and so we are doubly delighted to have both, fueled by Jon’s intellect.”

Steptoe’s US antitrust and EU competition law practices focus on cartels, dominant firm conduct, merger control, complex litigation, including class actions, and criminal antitrust investigations and prosecutions. With more than 25 lawyers practicing antitrust and competition law across various industry sectors, the global antitrust group has been recognized by Global Competition Review and The Legal 500. Steptoe’s Telecom, Internet & Media Group has also been recognized by The Legal 500 and ranked by Chambers USA, and helps telecommunications, Internet and media companies navigate the maze of laws and regulations that affect them, and help them understand how those rules were constructed and can be applied, or changed.
