Christopher Falcone is of counsel in Steptoe's Washington office, where he is a member of the International Trade & Investment Group and the Transportation Group.

International Trade
Mr. Falcone’s international trade practice focuses primarily on representations arising out of the US antidumping and countervailing duty laws. He represents clients in proceedings before the US Department of Commerce and the US International Trade Commission, including investigations, administrative reviews, and sunset reviews. Mr. Falcone has represented clients in appellate litigation before the US Court of International Trade and the US Court of Appeals for the Federal Circuit. He has also counseled clients involved in trade remedy investigations conducted by China’s Ministry of Commerce.

Mr. Falcone provides regulatory, litigation, and strategic advice to clients relating to rail transportation matters. Mr. Falcone has represented clients in sophisticated railroad regulatory proceedings before the Surface Transportation Board (STB). These include change-in-control proceedings and major rail construction proceedings. He has also represented clients in court proceedings and STB proceedings dealing with issues of preemption.

In the motor carrier area, Mr. Falcone represents large motor passenger carriers in a variety of matters before federal and state regulatory agencies including the STB and the Federal Motor Carrier Safety Administration. His experience includes proceedings relating to carrier safety, operating authority, and the preemption of state laws, among others.

Prior to law school, Mr. Falcone worked as an economist at the US Department of Commerce, Bureau of Economic Analysis.
