Henry Cao is an associate in Steptoe’s Beijing office, where he is a member of the International Trade Group, as well as a part of the firm's China practice.

Mr. Cao focuses on international trade law and assists foreign and domestic clients on a variety of international trade matters.  He advises clients regarding US antidumping and countervailing duty proceedings before the US International Trade Commission (ITC) and the US Department of Commerce (DOC).  His experience covers a variety of industries such as steel products, industrial chemical materials, washing machines, shipping containers, wood flooring, and paper products.

Mr. Cao has particular knowledge of issues arising from US trade remedy investigations targeting non-market economy countries.  He frequently advises Chinese producers and exporters responding to US trade remedy proceedings, including original investigations, administrative reviews, new shipper reviews, and appellate litigations before US federal courts.

In addition to his international trade law practice, Mr. Cao has experience in advising multinational corporations, privately held entities, and investment funds on China-related business and investment matters.  He also provides advice on China regulatory and compliance issues such as employment, tax, customs and foreign exchange.
