John P. Fielding is of counsel in Steptoe's Washington office, where he is a member of the Government Affairs & Public Policy Group, focusing on government relations.

Mr. Fielding’s primary focus is on insurance and financial services legislative and regulatory matters, and trade association representation.  He represents financial services companies, insurers, insurance brokers, and industry trade associations on matters before Congress, and before industry regulators at both the state and federal levels.

Mr. Fielding also counsels clients with respect to federal ethics laws, including congressional lobbying rules, the Lobbying Disclosure Act, the Federal Election Campaign Act, and the Foreign Agents Registration Act.  He has advised firm clients on the formation of political action committees, the recent changes to the lobbying laws, and related compliance matters.

Mr. Fielding serves on the Board of Directors of the National Insurance Producer Registry (NIPR) and is a frequent speaker on insurance regulatory reform, agent-broker issues, privacy laws, and the Gramm-Leach-Bliley Act.  He has spoken before the International Association of Privacy Professionals, the National Association of Insurance Commissioners (NAIC), the American Law Institute, and other public and private organizations.

Before joining Steptoe, he was an attorney with The Scott Group and another major law firm's Government Relations and Public Policy Practice Group, where he concentrated on insurance and financial services policy and regulation, privacy law, and trade association representation.

Mr. Fielding had previously worked as Senior Counsel for Financial Services at the NAIC.  As lead legislative counsel at NAIC, he represented the interests of the state insurance commissioners before Congress and the federal agencies on major insurance legislation and a wide range of regulatory matters.

Mr. Fielding began his career working on Capitol Hill as a legislative assistant to Senator Kent Conrad.

Representative Matters

  • Represented clients on numerous pieces of legislation on Capitol Hill, including the Gramm-Leach-Bliley Act, the USA PATRIOT Act, and the Fair Credit Reporting Act (FCRA) reauthorization
  • Worked extensively on insurance legislation such as the Terrorism Risk Insurance Act, insurance regulatory reform legislation (SMART and optional federal charter), and surplus lines regulatory reform
  • Worked on behalf of his clients with the offices of the state insurance commissioners on issues such as privacy, state regulations, and terrorism preparedness
  • Counseled clients on compliance with federal and state privacy laws and regulations
