Phil Malet is the firm’s chief operating partner, and served as the firm’s vice chair for 12 years prior to assuming his current management role. He has a broad telecommunications, e-commerce, and litigation practice, with a substantial focus on international and wireless telecommunications, satellites, undersea cable networks, and technology companies. His comprehensive background in telecommunications, engineering, and government, enables him to provide authoritative advice and strategic counseling on a myriad of regulatory and legal issues. He is particularly adept at solving interference and spectrum-related problems affecting wireless and satellite companies, having served as a US delegate to several international telecommunication conferences and having a detailed knowledge of the international and domestic frequency allocations.

In his role as chief operating partner, Mr. Malet is responsible for the day-to-day operations of the firm, with all senior staff positions and office administrators reporting directly to him. He is also intimately involved in the firm’s strategic direction along with the other members of the firm’s executive committee including the firm’s chair and vice chair.

Mr. Malet has successfully represented domestic and international satellite operators, telephone companies, cellular radio providers and manufacturers, broadband wireless companies, corporate telecommunications users, fiber optic cable operators, broadcast owners, Internet companies, and electric utilities in matters before the Federal Communications Commission (FCC), other government agencies and departments, and in court.

Representative Matters

  • Advises foreign companies on US telecommunications policy issues, including matters relating to the World Trade Organization (WTO) and before the International Telecommunication Union
  • Serves as outside telecommunications regulatory counsel to one of the two leading direct broadcast satellite providers in the United States
  • Served for nearly a decade as Motorola’s principal attorney on all satellite-related matters, including FCC regulatory work for the IRIDIUM® System, the first global mobile satellite system, and for Motorola’s broadband satellite projects
  • Served as regulatory counsel for The Boeing Company on its aeronautical and maritime broadband service venture
