Shaun Boedicker is an associate in Steptoe’s Washington office, where he is a member of the Regulatory & Industry Affairs Department.  Mr. Boedicker’s practice focuses on the regulation of electric utilities by the Federal Energy Regulatory Commission (FERC).  He represents electric utilities and oil pipelines before the FERC and federal courts in a variety of matters under the Federal Power Act, including Section 205 and Section 206 rate proceedings, Section 203 approvals for mergers and acquisitions, Public Utility Regulatory Policies Act (PURPA) proceedings, and investigations into utility practices.  Mr. Boedicker also assists oil pipeline clients before FERC in a variety of matters, including declaratory order proceedings regarding contract rate structures and terms of service. He has also prepares testimony and briefs and assists in preparing witnesses in FERC hearings, and also assists in preparing briefs at the US Court of Appeals for the DC Circuit.
