Thomas Kirby is an associate in Steptoe’s Washington office, where he is a member of the Energy Group.  Mr. Kirby focuses primarily on the regulation of oil and natural gas pipelines and electric utilities by the Federal Energy Regulatory Commission (FERC).

Most recently, Mr. Kirby served as an attorney advisor to the Hon. David H. Coffman and the Hon. John P. Dring at FERC where he gained experience in administrative litigation related to complex electricity, oil pipeline, and natural gas matters.  Additionally, Mr. Kirby worked on dockets referred to FERC Administrative Law Judges from the Surface Transportation Board (STB) to resolve discovery disputes.

Mr. Kirby is active in Steptoe’s pro bono practice.  As part of the firm’s support for the Legal Aid Society of the District of Columbia’s Housing Right to Counsel Project, Mr. Kirby represents tenants in subsidized housing facing eviction.
